Landon Ruskin (or Lando Ruskin), is the Chancellor of the GCA (grand city of aeropa). He controls Duke Skyheed (the Emperor of Aeropa).

Landon Ruskin as an Ally[]
When Jak tries to stop Duke Skyheed, the Chancelor admits to Skyheed he helped Jak by sending him messages, which would result in his death.

Personality[]
Initially, Ruskin was a strict and shifty member of the Aeropans, seemingly the complete opposite to the friendly Skyhead. Ironically, it was Skyhead who tried to kill Jak and pirates and Ruskin who tried to save them.
Appearance[]
Ruskin is dressed in a similar manner to Skyheed, with a cape and waistcoat, giving him a rather noble appearance similar to Skyheed. He is related to Count Vegar from Jak 3.
Abilities[]
Not much is known about his abilities. It is interesting to note that he threatened to kill Skyheed, while he was in his dark form. This may or may not imply that he has powers of some kind.

Landon Ruskin owns the ACS Behemoth and the ACS Air Fighters.
